The Supreme Court of India has directed the University Grants Commission (UGC) and other regulatory authorities to issue public advisories warning people to verify the authenticity of educational institutions before seeking admission or dealing with them. The direction came after a report highlighted an alleged fake medical college operating from a farmhouse in Etah district, Uttar Pradesh.
The order was passed on October 9, 2026, in Writ Petition (Civil) No. 531 of 2025, Ayesha Jain v. Amity University, Noida and Others. The matter was heard by a bench of Justice Ahsanuddin Amanullah and Justice N.V. Anjaria.
Alleged Fake College Under Investigation
The court referred to an Indian Express report dated September 1, 2026, which described an institution allegedly offering courses including D.Pharma, B.Pharma, B.Sc. Nursing, DMLT, BMLT, BAMS, GNM and ANM from an old, dilapidated structure with two or three rooms in a field.
According to the material placed before the court, police in Mahmoodpur Nagaria village in Etah district had taken action against Satender Kumar, who was allegedly running the institution, and three other persons.
The order also noted that Bhagwan Das Singh Baghel, an illiterate tea seller, had been shown as the institution’s chairman. When questioned, he reportedly expressed ignorance about its activities but admitted regularly signing college documents provided by Satender Kumar.
Court Welcomes State Action
The bench was informed that the Uttar Pradesh Police had investigated the matter and that the state government intended to complete the investigation without undue delay and fast-track the trial. The court also noted that the Chief Secretary of Uttar Pradesh had ordered an independent inquiry.
The judges welcomed the steps taken by the state and observed that the inquiry could help expose the alleged fraud and support the development of future guidelines to prevent similar incidents.
Directions to UGC and Regulatory Bodies
Accepting a suggestion from Additional Solicitor General K.M. Nataraj, the court directed the UGC and all regulatory authorities to issue public advisories urging people to verify an institution’s authenticity before taking admission or dealing with it.
The Union of India was also directed to monitor compliance with these instructions. The matter has been listed for further hearing on November 19, 2026, at 2 pm.
