भारत में उपभोक्ता अदालत में शिकायत निम्नलिखित में से किसी के द्वारा दायर की जा सकती है: एक उपभोक्ता: कोई भी व्यक्ति जो व्यक्तिगत या घरेलू उपयोग के लिए सामान या सेवाएं खरीदता है और पुनर्विक्रय के लिए नहीं, वह उपभोक्ता अदालत में शिकायत दर्ज करा सकता है। एक पंजीकृत उपभोक्ता संघ: एक पंजीकृत उपभोक्ता संघ, जिसके सदस्य वस्तुओं या सेवाओं से प्रभावित होते हैं, उपभोक्ताओं की ओर से शिकायत दर्ज कर सकते हैं। केंद्र या राज्य सरकार: केंद्र या राज्य सरकार या उसकी कोई एजेंसी उपभोक्ताओं की ओर से शिकायत दर्ज करा सकती है। उपभोक्ता अदालत की अनुमति से एक या एक से अधिक उपभोक्ता: कुछ मामलों में, जहां शिकायत समान प्रकृति की हो और बड़ी संख्या में उपभोक्ताओं को प्रभावित करती हो, उपभोक्ता अदालत की अनुमति से एक या अधिक उपभोक्ता शिकायत दर्ज कर सकते हैं। यह ध्यान रखना महत्वपूर्ण है कि शिकायत को लागू समय सीमा के भीतर दायर किया जाना चाहिए और शिकायत का समर्थन करने के लिए प्रासंगिक दस्तावेजों और सबूतों के साथ होना चाहिए। उपभोक्ता अदालत शिकायत की सुनवाई करेगी और उपभोक्ता को मुआवजा या अन्य राहत प्रदान कर सकती है यदि यह पता चलता है कि प्रदान की गई वस्तुओं या सेवाओं में कोई कमी है।
